Riley Area Development (RADC)

Historical Highlights
The Riley Area Revitalization Program was formed in 1979 as a nonprofit offshoot of the Riley Lockerbie Ministries Association with the purpose of facilitating business growth, social and human service development and affordable housing in the Riley area. In 1997, the Board of Directors voted to change the name to Riley Area Development Corporation. The Riley area has become a valuable asset to the community and a desirable place to live. However, there remains a need to ensure that further development enhances the diverse and historic nature of the neighborhoods. The new name is more descriptive of an organization that assumes this role. RADC serves about 12,765 people and 7,394 households with a median income of $17,731 (2000 census). Homeowner households comprise approximately 15% of the area, while renter households account for 85% (1990 census). Reality and perception of the area are quite different. Due to a large percentage of subsidized housing, the rentals far outnumber the homeownership households. RADC serves the Lockerbie Square, Chatham Arch, Cole Noble and St. Joseph neighborhoods.

Riley Area Development Corporation accomplishes its mission through a set of core activities:

• Community organizing
• Beautification and enhancement of public areas and facilities

2001 was a productive year for RADC. The Davlan (corner of Massachusetts Avenue and Alabama) was completed and leased to include amix of 36 affordable and 14 market-rate apartments. First floor commercial leasers include Starbucks, Silver In The City and At Home In The City. The Davlan project has won five awards including the Indiana Association for Community Economic Development Program/Project of the Year and the Governor’s Award for Excellence in Affordable Housing. RADC has recently completed, with Indianapolis Downtown, Inc., the Massachusetts Avenue Commercial Development Plan and has initiated implementation with six active sub-committees.

Currently RADC has two exciting affordable homeownership projects in downtown Indianapolis. Phase II of the 11th Street Townhomes, with 10 units was completed in April of 2002. Additionally, an innovative, eight affordable condominium project is is underway in the Davlan Building.  These units have already been sold. A rental housing partnership with King Park Area CDC is also underway, consisting of 40 townhomes in a concentrated area.

Community Partnerships
Riley Area Development Corporation has an ongoing relationship with a variety of community and corporate partners, including Roberts Park United Methodist Church; Christ Cathedral Episcopal Church; Lockerbie United Methodist Church; Massachusetts Avenue Arts District Organization; various banks and lending institutions; the City of Indianapolis; the US Department of Housing and Urban Development; the Indiana Housing Finance Authority; the Indiana Department of Commerce; the Marot Foundation; the Athenaeum Foundation; the John H. Boner Community Center; Indianapolis Downtown, Inc.; Monument Management; and Van Rooy, SC Bodner.

Meetings
RADC’s board of directors meets at 5:30 p.m. the first Wednesday of each month at The Davlan community room, 430 Massachusetts Ave.

 

Mission
The mission of the Riley Area Development Corporation (RADC) is to create partnerships to develop, support, and enhance a diverse urban community fabric through 1) the facilitation and development of affordable housing for the permanent inclusion of lower-income residents in the Riley neighborhoods; 2) the promotion of increased density and mixed-use development to create a richly diverse and comfortable urban environment; 3) the creation of well planned, connected open space in order to provide an aesthetically pleasing urban experience; and the promotion and enhancement of businesses for the provision of essential services.

Boundaries
Bounded by I-70 to the east; Washington Street to the south; Meridian Street to the west and I-65 to the north until it meets I-70.
